Organizational context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
Professional duties and responsibilities
The CVA Officer brings technical expertise on the CVA and disseminates it in preparation for increasing the scope of CVA activities, when planning assistance activities (including setting targeting criteria, delivery mechanism, value in line with the transfer objectives and taking into account the needs of beneficiaries and their involvement), implementing CVA (including general monitoring and monitoring of CEA[1] and the market).
Analysis of Aid
· Make CVA feasibility results available to all sectors and support humanitarian response decision making and procedures.
· Use of available information to establish appropriate CVA supply mechanism for various CVA components of the relief action.
· Providing technical support and own contribution to ongoing operations. Coordination of the creation of the CVA component, including the development of an action plan and budget. Ensure that the implementation of the programme is in line with the action plan and that the beneficiary selection process and transfer mechanisms are without prejudice to established national association or operational procedures. General supervision of all elements of the CVA, guaranteeing the achievement of objectives and risk reduction.
· Using available data generated by external CVA entities in the country to determine the transfer value that best meets the project objectives and to decide on the frequency of the transfer.
Implementation
· Providing technical support, resources and own input in the implementation of the EA[2]/DREF[3] CVA component and creating a viable implementation plan.
· Supervising and supporting the implementation of the action plan, including PMER, [4]guaranteeing the achievement of the set goals and key milestones.
· Identification of staffing needs and advice in this area in order to ensure the smooth implementation of the programme.
· Ensuring the integration of the CEA strategy in all stages of implementation.
Monitoring PMER
· Establish the PMER plan specifically to CVA. This includes reference and verification visits, surveys of people leaving the points (at the point of distribution/payment), location observation, post-distribution monitoring (HH level), interviews with the focus group and key informants, response mechanisms, and market and price monitoring.
Collaboration and communication
· Cooperation with programme partners, both within and outside the Participation Movement, together with the central payment point of the national association, in the cash coordination structure (if any), and in any other coordination meetings.
Capacity building and preparation for payments
· Provide mentoring and coaching, including on-the-job training, for the staff of the national association and volunteers, and maintain close cooperation with the field coordinators of the national association and volunteers assigned to the programme to ensure a coherent and coordinated implementation process.
Duties applicable to all staff

· Perform any other work related duties and responsibilities that may be assigned by the line manager
Position requirements
Education
Diploma in crisis management, project management, sociology, agriculture, IT/IT, finance, technical qualifications or equivalent experience in these fields
Experience
At least 1 year of experience in disaster management with CVA component Required
At least 1 year of experience in crisis management or crisis intervention in humanitarian operations Required
Proven experience in various aspects of CVA design and implementation
